It is definitely a good example of how people take care of their country by appreciating their main source of income. In Spain, where I am from, we have a similar problem to Samoa, even though due to the size of the country it might not be comparable. Most people do not appreciate tourists, and therefore we do not make as many benefits as we could.
Tourism education is starting to grow now in many countries. I think that Samoa should work on that and on campaigns to make people aware of the importance of being nice to foreigners (at least while in front of them).
